From the 30th of October 2025, significant changes will come into effect for the Furniture and Furnishings (Fire) (Safety) Regulations 1988 (FFSR). It's crucial for all letting agents and landlords to be aware of these updates to ensure continued compliance and safety.
The Core Changes Outlined:
Here's a breakdown of the key amendments to the FFSR:
- Baby Product Exemption: New rules will exclude many baby and young child items from the "furniture" definition to reduce their exposure to flame retardants. This means items like infant mattresses, prams, car seats, and high chairs won't need a permanent fire safety label in furnished rentals. However, they still must be safe under general product safety regulations, so landlords should buy from reputable brands and check them between tenancies. Larger items like adult mattresses and sofas remain under the original rules.
- Swing Label Removed: The detachable "swing" label on new furniture will no longer be required after October 30, 2025. The permanent stitched-in label remains mandatory for supply. Second-hand items with a swing label are still usable, but the label no longer proves compliance.
- Longer Prosecution Window: Trading Standards will have a longer period (12 months from the offense) to bring legal cases regarding non-compliant furniture.
